Petition request
That the House of Representatives urge the Government to commission and fund an independent, expert-led feasibility and co-design process for He Ara Angitū, a proposed secondary-student capability programme, before deciding whether any pilot should proceed.
Petition reason
He Ara Angitū proposes verified participation payments, mentoring, pathways and protected Learning Capital to strengthen secondary-student capability. Before any pilot, independent experts, students, whānau and educators would test evidence, alternatives, lawfulness, cultural legitimacy, privacy, safety, equity, delivery, cost, evaluation and stop/go criteria. This stage could recommend changes, an alternative approach, or that the proposal not proceed; it would not approve or fund a pilot.
