Petition request

That the House of Representatives amend the Corrections Act 2004 to explicitly prohibit prolonged solitary confinement, as defined by the United Nations Nelson Mandela Rules.

Petition reason

Solitary confinement is defined by the UN as confinement for 22 hours or more a day without meaningful human contact. It can cause significant negative psychological and physiological impacts, including depression, hallucinations, paranoia, psychosis, insomnia and fatigue. The UN's Special Rapporteur on Torture described prolonged solitary confinement (more than 15 consecutive days) as psychological torture. The UN Nelson Mandela rules prohibit it. NZ law does not explicitly prohibit it.
