Petition request
That the House of Representatives amend the Dog Control Act 1996 to include a framework for disability assist dogs that recognises dog biological competency as well as training, protects handler privacy, supports housing and welfare choice, and provides accessible pathways to certification including NZSL access.
Petition reason
Based on lived experience: the current framework creates barriers for Deaf and disabled people but should be inclusive for all; the Dog Control Act should be amended to recognise dogs by proven ability rather than organisational affiliation, establish a universal working coat that protects privacy and avoids unnecessary disability disclosure, establish universal standards and a single Public Access Test, transfer authority for disability assist dogs to Whaikaha with NZSL and interpreter access.
