Petition request

That the House of Representatives urge the Prime Minister to designate the Islamic Revolutionary Guard Corps (IRGC) as a terrorist entity under section 22 of the Terrorism Suppression Act 2002, in accordance with the statutory criteria and the required consultation with the Attorney-General.

Petition reason

In 2024, New Zealand declined to consider designating the IRGC as a terrorist designation. Since then, the IRGC has been listed by Canada as a terrorist entity, Australia as a state sponsor of terrorism, and the UK under a state-threat law. New Zealand signed a joint statement with the UK and others in October 2026 condemning Iran’s hostile activities. In our view, diplomacy and security can coexist, and IRGC designation would strengthen protections against terrorism and foreign interference.
